On Thursday 16th Feb at 10.30-10.35pm the man pictured was travelling down Oxford Street away from Marble Arch on a Lime e-bike. He turned right towards Harewood Place and in the junction crossing he directly full-on hit and knocked over a Black British man on a bicycle who was travelling straight on Oxford Street towards Marble Arch. The man hit the ground hard with his full weight and was very shaken and in too much shock to fully assess any injuries. The perpetrator simply stood there astride that Lime e-bike, did not ask the man he'd hit if he was okay, did not apologise, literally did not lift a finger to help, did not show any concern whatsoever and for the entire duration of the interaction (20 mins) did not even bother to get off his bike. An additional male passerby, also of colour and in a pale-coloured puffy jacket, initially helped the man who'd been hit get to his feet.

What you see of the perpetrator here is exactly how he stood, even when being appealed to, beseeched and upbraided - with extraordinary clarity and self-controlled passion under the circumstances I thought - by the man he'd hit and knocked over. Witnesses (WOC friend and I) and the man who'd been hit tried to talk to the perpetrator for 20 minutes and he was dismissive, arrogant, smirking, careless, minimising, casual, insolent and tauntingly distant. At no point did he acknowledge what he's done, let alone take responsibility for his action, let alone apologise. He barely looked at the man he'd hit. The perpetrator ignored all requests that he exchange details with the man he'd hit and knocked over. This man has broken traffic laws and hit another road-user hard enough to knock them over and potentially cause great injury. These are illegal acts under multiple sections of the 1988 Road Traffic Act. All details have now been reported to the police and Westminster Council's CCTV will show what happened as it is, after all, quite simple. Oxford Street has some of the most intense CCTV coverage in the UK.
